Texas primary elections are taxpayer funded and government run. Every registered voter can pick a ballot and participate in the primary of their choice. 

The Texas Republican Party has filed a federal lawsuit against Texas Secretary of State Jane Nelson in a bid to limit participation to only those voters registered in a party in advance of the election and they want to continue to have primaries paid for by tax dollars and run by the government.
